Wind measurements are usually reported in two parts: speed and direction. Velocity is direction-aware, so would be a combined form of these (the OBOE observation). A measurement of a wind vector would be wind velocity, and would need a new class. The speed of wind is the rate of change of its position with respect to a frame of reference, and is a function of time.
