Comment: What is this class meant to be?

It seems to me that this class mixes up ways of distributing data (e. g., a data repository) from the data themselves (unstructured vs structured) and somehow software is thrown in as well.  Very confusing.  Perhaps a definition of what this class is intended to be would help.
